Question-

Provide less of what they are asking for the property is a good idea?

Depends on the market, there are two types Real Estate, the market for buyer and seller's market, today we have many REO (Real Estate Own) properties. The bank gives priority to higher bids, but other factors, if your offer is for less than what the bank is asking but will pay cash (cash) is perhaps more likely that a higher offer with financing FHA for example.
